PREAMBLE

We do not come to beg. We do not come to petition. We come with a framework,

Puerto Rico has voted for statehood four consecutive times — 2012, 2017, 2020,

and 2024. Each time, Congress looked the other way. Not because the votes

weren't clear. Not because the mandate wasn't real. But because a colonized

people without economic leverage can be ignored indefinitely — and they have

been, for 127 years.

SECTION I — THE PROBLEM: 127 YEARS OF MANAGED COLONIALISM

The Longest Running Democratic Contradiction in American History

On July 25, 1898, U.S. forces landed in Puerto Rico. In 1917, Puerto Ricans

were granted U.S. citizenship — just in time to be drafted into World War I.

For over a century since, 3.2 million U.S. citizens on the island have paid

federal taxes, served in every American war, and built one of the most

strategically vital outposts in the Western Hemisphere. In return, they

receive: no vote for President, no voting representation in Congress, and

federal funding allocations systematically below those of any U.S. state.

This is not an oversight. It is architecture. The colonial model works

precisely because it grants just enough inclusion to prevent rebellion while

denying enough sovereignty to prevent genuine power. Puerto Ricans are

American enough to fight and die for this country. They are not American

enough to vote for who sends them to war.

The Four Votes Congress Chose to Ignore

2012: 61.2% — majority rejected territorial status; statehood was top alternative.

2017: 97.2% — statehood in a boycotted referendum; opposition stayed home.

2020: 52.5% — first majority statehood vote in a competitive three-way contest.

2024: 58.61% — record high; fourth consecutive statehood majority this century.

Four mandates. Four times Congress found reasons to delay, defer, or simply

ignore. The pattern reveals the core truth: democratic legitimacy alone is

insufficient leverage when the disenfranchised have no mechanism to impose

costs for inaction.

The Financial Colonization

Beyond the vote, Puerto Rico has been systematically excluded from federal

funding parity. Medicaid caps, Social Security disparities, and unequal program

access have cost the island an estimated $300 billion in federal funds that

would flow automatically to any U.S. state. Puerto Rico is not poor because

its people lack ambition or capability. Puerto Rico is economically constrained

because its territorial status is a financial cage designed to serve creditors,

not citizens.
