contributions. We have no mechanism to accept them. The movement is

HOW WE GOVERN OURSELVES

 

Every political movement eventually faces the same three questions.

Most never answer them — and that silence is where movements go to die.

 

Who decides?

How are disputes resolved?

What happens when the founder is no longer available?

 

TIP answers all three in writing, in public, before anyone asks.

 

The Lighthouse Charter is TIP's founding governance document. It

establishes a Stewardship Model — not a traditional executive hierarchy —

because TIP was designed to outlast any individual, including its founder.

 

The movement's mission is codified in the Charter as a fixed signal:

unamendable by any governance body, any vote, or any external pressure.

The mission cannot be negotiated away, donor-captured, or revised after

the fact. It is the one light, one frequency, one purpose that makes TIP

navigable regardless of conditions.

 

The Founder-Steward's role is operational, not directional. He maintains

the integrity of the signal. He does not direct the movement — the

mission does. A five-member Stewardship Council provides institutional

continuity, activating when disputes exceed the community's capacity to

self-resolve or when succession is required.

 

Disputes are resolved in three tiers: community first, Founder-Steward

second, Stewardship Council only as a last resort. The people with skin

in the game are the first and best dispute resolvers. That is not a

philosophy — it is a structural fact. When forty people have a stake in

the outcome, they regulate the operation themselves.

 

A lighthouse keeper's job is not to build more floors.

It is to keep the light burning.
